FIFA system is mandatory (Referee and Assistants). The two-referee high school system is not acceptable.

ALL GAME REPORTS MUST HAVE PLAYER’S JERSEY NUMBER AND PASS NUMBER ON THE REPORT OR REFEREE IS TO RETURN TO TEAM MANAGER AND NOT ACCEPT THIS REPORT UNTIL IT IS MADE PROPER!

        1.        Reports with ejected passes MUST BE mailed the SAME DAY OF GAME!
2.        Reports without ejections must be mailed within 24 hours of game.
3.        Please provide detailed explanation of RED CARDS to assist disciplinary committee process faster.
4.        Please provide information on YELLOW CARDS. Simply put dissent, unsporting conduct, etc.
5.        BE SURE TO RECORD ALL KNOWN INJURIES ON THE GAME REPORT. GIVE BRIEF DESCRIPTION OF
        EACH INJURY (i.e. #9 Sterling, right knee).

Start Time: Precisely as scheduled! No delay of start time allowed if team has minimum amount of players, seven (7), to start the game. Teams MUST kick-off with minimum line-up.

FORFEITS: No show by either team or less than minimum line-up, allow 15 minute forfeit time. Collect line-up card, inspect passes, call game and submit report to the League immediately. No need to score goal. Collect full fees from home club. If the home team is the no show, call League and write referee names and addresses on paper and attach to game report. Fees will be mailed.

Field Conditions: Home team must provide fully prepared field in accordance with FIFA Law 1 NO LATER THAN SCHEDULED START TIME! Failure to comply with this requirement MUST be noted on the game card, as action will be taken against offending team. PLAY THE GAME - REPORT THE TEAM!

Passes: All coaches have official NJ State Association Passes. A person shall be clearly written in on game card as “designated person in charge. Collect fully completed line-up cards and passes. Continue to check opposite side of the pass to ensure correct team affiliation. Make sure PLAYER NUMBERS are on the card and MATCH the player that gave you the pass. Record any challenge of illegal players and submit with game report. NO PASS - NO PLAY!!! No written statement from any official at ANY level may be used to by-pass this rule. Any late player not listed on line-up card, may not be added and MAY NOT PLAY!

UNIFORMS: All players will wear identical color jerseys with official 6” numbers (minimum). No tape or magic marker numbers allowed. Any player without a proper jersey WILL NOT PLAY nor will he switch jerseys with another player, as he has been entered onto the line-up card with an assigned number. HOME TEAM MUST CHANGE JERSEYS IN EVENT OF A COLOR CLASH.

SUBSTITUTIONS: Unlimited substitutions on goal kick by either team, corner kick by either team, goal by either team and half-time. Injury substitution for injured player ONLY. Yellow Carded players must leave the field until next legal substitution (if sub is available). With less than 11, can come back at next dead ball. If less than seven players left, game over.
